i don't know of any way to censor the user created skins/decals, other than booting them from the server/game.
Well I mean we'd have to set standards. Or maybe it could be one of the possible text boxes for server owners (like the name or description).

I wasn't specific, was I? I meant that the paintjob restrictions would work like a server name or description; a textbox set up by the server owner to tell everyone what not to put on their cars.

oh okay... yeah most any multi player game has this. it's called message of the day. it's promted each time you long on to a server often times it's says to type in something like "/rules" then the text box lists all the rules.

totally doable.

totally doable.
Only one possible problem with that: Morons who don't read the rules. But here's a solution: put in some sort of welcoming message (or even a GUI window inside the game) prompting all clients to read the rules.

that's exactly what i was trying to describe. sometimes it's in the chat box which is part of the GUI, some times it's also put on loading screen as you join the server. sometimes there is an in between the loading screen and joining the game called a lobby to be confused with the lobby used before selecting a server. said loby can also be a place to place said rules.

an example is Team Fortress 2 when you select your character.
