making a RPG

so i was thinking of trying to make my own turn by turn rpg i have pretty much no game making experience so 1. do you think a noob like me can pull it off? and 2. think this engine is a good place to start? http://rpgmaker.net/engines/rpgtk/

game maker is the only one iv had any experience with but the full version isnt free, rpgtoolkit is free and people are still making plugins for it, also that guys notebook idea is great thinking

another source worth looking at aside form youtube might be udemy. i know i've bought as well as found free courses on game engine like UE and Unity. i think they have free tutorials for Blender.
